"Reply" and "Send" links not available to some users

I have a group of FB users that are restricted to a single project using the "Groups" feature.  I want to get them out of the habit of sending emails directly to project stakeholders to request clarification on bugs/features.  Instead, I want them to use FogBugz "Send" and "Reply" links.  So, after I wrote a detailed procedure spec for them, they wrote back and said they cannot see the "Send" and "Reply" links.  So, I began to investigate.

I can see the links just fine - I am site admin.  So I set up a test user account configured to be in the same group as them, and, sure enough, the links are missing.  I've researched the documentation and online forums, and cannot find a reason why this is so, or how to configure FB so these users can see these links.  What am I doing wrong?

These users likely don't have access to the project into which incoming email is sorted.
