Notification for open cases where the originator is now inactive

We have a fair number of cases that were opened by a user who is now inactive. Since the user is inactive, notification e-mails are no longer being sent.

We would like notification e-mails regarding the case to go to a currently active user that we specify. How do we do this?

Do a filter for the cases assigned to the inactive user, and bulk assign them all to the other user.

The problem is, none of the cases are assigned to the originator. They are *opened by* the originator.

But in the filters page, the drop down list for Open By does not include the inactive user. The drop down list for Assigned To does include them, but Open By doesn't.

Just to clarify, our concern is bugs that a developer marks Resolved -- when they do that, an e-mail should go to the QA person who has taken over for the person who originally entered the bug.
