I was trying to hack the page that is displayed by default when you open a wiki and assumed this field would control that, but it apparently doesn't.
The definition from the support site seems to indicate it would.
ixWikiPageRoot (int) - Foreign key to the WikiPage table indicating the root wiki page
Am I looking in the wrong place? Basically I am trying to write an automated process to build/rebuild a TOC for each Wiki and want to default the wiki to open to that page when you select it from the drop-down. Changing this value doesn't seem to have any affect.

The ixWikiPageRoot does indicate the WikiPage that serves as the "main" page in the wiki (the one you go to when you click on that wiki from the wiki dropdown).
One possibility that might have kept your attempt to change it from working is that this value is probably cached in the browser by FogBugz. So you may have updated it in the database, but the browser may still be using the old version because it wasn't updated properly (because the code doesn't really expect that value to change). If you tried again from another browser or another computer, you might see the updated value.
If it's not that, let us know, and I'll check with our caching and wiki expert (he's off on the World Tour this week) for further info.
